The Town of Parkton is seeking a motivated and dependable Maintenance/Public Works Director to oversee the maintenance of town facilities, streets, parks, and public infrastructure.
PUBLIC WORKS DIRECTOR

Classification: Full-Time
General Statement of Duties
The Public Works Director is responsible for planning, supervising, and participating in the maintenance, repair, and operation of Town infrastructure, facilities, grounds, equipment, streets, stormwater systems, water and sewer systems, and cemetery properties. The Director oversees Public Works staff, coordinates daily maintenance activities, ensures Town assets are properly maintained, and assists with utility operations and regulatory compliance.
This position is a working supervisor role that combines administrative responsibilities with hands-on field work and maintenance activities. This position is expected to actively participate in maintenance, repairs, and field operations alongside Public Works staff and is not solely an administrative position.
Essential Duties and Responsibilities
Maintenance and Public Works Operations
Plan, assign, supervise, and participate in daily maintenance activities.
Oversee maintenance and repair of:
Town buildings and facilities
Streets, sidewalks, rights-of-way, and drainage systems
Stormwater infrastructure, culverts, and ditches
Parks, grounds, landscaped areas, and cemetery properties
Water and sewer infrastructure
Town vehicles, equipment, and tools
Coordinate mowing, vegetation control, landscaping, and grounds maintenance as well as performing these duties.
Perform and assist with repairs, installations, and general labor as needed.
Conduct routine inspections of Town property and infrastructure.
Ensure generators, lift stations, sewer facilities, and other equipment receive routine maintenance and testing.
Develop and implement preventative maintenance programs.
Assist with infrastructure improvement projects and repairs.
Respond to citizen concerns and service requests.
Coordinate projects and activities with contractors, engineers, utility providers, and regulatory agencies.
Water and Sewer Operations
Assist the designated ORC with the operation and maintenance of water distribution and wastewater collection systems.
Coordinate repairs to water lines, sewer lines, hydrants, valves, lift stations, and related infrastructure.
Assist with utility inspections, reporting requirements, and regulatory compliance.
Respond to utility emergencies, service interruptions, and infrastructure failures.
Staff Supervision
Supervise, train, and evaluate Public Works personnel.
Assign daily work schedules and priorities.
Promote safe work practices and ensure staff receive required training.
Maintain a productive and professional work environment.
Equipment and Facility Management
Oversee maintenance and servicing of Town vehicles, equipment, and machinery.
Maintain inventories of tools, materials, and supplies.
Recommend equipment replacement and capital improvements when necessary.
Safety and Compliance
Ensure compliance with Town policies, OSHA regulations, and applicable utility requirements.
Maintain required records, inspections, and certifications.
Promote workplace safety and conduct routine safety training.
Additional Duties
Participate in utility locates, inspections, and infrastructure assessments.
Assist with meter reading coordination and service orders.
Perform other duties as assigned to support Town operations.
Knowledge, Skills, and Abilities
Knowledge of public works maintenance, construction, and municipal operations.
Knowledge of water and sewer system maintenance practices.
Ability to operate and supervise the use of maintenance equipment and vehicles.
Ability to supervise employees and coordinate multiple projects.
Ability to identify maintenance needs and prioritize repairs.
Ability to communicate effectively with employees, contractors, elected officials, and the public.
Minimum Qualifications
High school diploma or GED required.
Associate degree in a related field preferred but not required.
Five (5) years of experience in public works, maintenance, utilities, construction, or a related field preferred.
Supervisory experience preferred.
Equivalent combinations of education and experience may be considered.
Preferred Certifications OR Ability to Obtain
NC Well/Water Treatment Operator Certification.
NC Water Distribution Operator Certification.
NC Wastewater Treatment Operator Certification.
NC Wastewater Collection System Operator Certification.
Cross Connection/Backflow Certification.
Pesticide Applicator License.
Ability to obtain certifications necessary to serve as Operator in Responsible Charge (ORC) for Town utility systems if required by the Town.
NOTE Starting salary may be negotiated based on these certifications.
Licenses
Valid North Carolina Driver's License required.
Commercial Driver's License (CDL) preferred or ability to obtain.
Physical Requirements
Employee must be able to:
Lift and carry up to 50 pounds.
Walk, stand, bend, climb, stoop, kneel, and work in confined spaces.
Operate vehicles, equipment, tools, and machinery.
Perform inspections and maintenance work outdoors in varying weather conditions.
Working Conditions
Work is performed in both office and field environments and may involve exposure to weather, traffic, utility systems, machinery, chemicals, and other maintenance-related hazards. Participation in after-hours emergency response is required.
Special Requirements
Employee may be required to obtain and maintain utility certifications appropriate to the Town's water and wastewater systems, including certifications necessary to serve as Operator in Responsible Charge (ORC) if designated by the Town. The Town reserves the right to assign additional duties as needed to support municipal operations.
